Founder & CEO

PolicyPartner was founded by Matt Wholey in 2021. Prior to PolicyPartner, Matt was a Director at Capstone, a Washington, DC-based investment research firm. At Capstone, Matt helped professional event-driven investors to best understand policy change in energy, power, financial services, and technology.

Matt holds a BBA in Finance and Economics from the Gatton College of Business and is a CFA Charterholder. Matt lives in Washington and has built deep relationships with investors, policymakers, regulators, and industry leaders throughout his career.

Tim Hite
Tim Hite
Director, Financial Services

Tim serves as Director at PolicyPartner, where he leads government affairs. Previously, he served senior counsel with the House of Representatives Committee on Financial Services and covered a range of policy issues, including digital assets, bank-fintech partnerships, central bank digital currencies, and artificial intelligence. Prior to working in Congress, Tim worked at the Financial Industry Regulatory Authority as an insider trading investigator, where he led investigations into market manipulation schemes in the equities market that resulted in both criminal and civil penalties.

Tim earned his J.D. from the Antonin Scalia Law School at George Mason University in 2019 and is admitted to the Pennsylvania bar.

Vice President, Business Development & Marketing

Tom joined PolicyPartner in 2025 and leads the firm's Business Development and Marketing efforts as Vice President. Before joining PolicyPartner, Tom worked for Bloomberg where he managed customer relationships in the legal and professional services space. Tom holds a Bachelor's Degree in Finance from the University of South Carolina.

Igor Glamazdin

Igor joined PolicyPartner in 2023 and leads the firm's international research and coverage efforts as Vice President. He produces regulatory intelligence and policy analysis for clients in financial technology and digital assets and leads policymaker outreach efforts in EU, UK, LATAM, and APAC markets. Before joining PolicyPartner, Igor worked in management consulting, where he supported large-scale energy infrastructure and corporate strategy projects. Igor holds a BBA in International Business and Finance from the George Washington University. He is based in Mexico City.

Landon Epperson
Landon Epperson

Landon joined PolicyPartner at the start of 2026 as an analyst. He supports the firm's research and business development efforts. Landon graduated from the University of Virginia with a Bachelor's Degree in Economics. While in undergrad, he served as Editor-in-Chief of an independent student news publication, managing operations and editorial strategy.
