About Us

PolicyPartner was founded by Matt Wholey in 2021. Prior to PolicyPartner, Matt spent eight years providing policy analysis and regulatory research to the world's largest professional investors, helping them navigate regulatory changes across healthcare, financial services, telecommunications, and technology sectors. He holds a BBA in Finance and Economics from Gatton College of Business and is a CFA Charterholder. Matt has built deep relationships with policymakers, regulators, and industry leaders throughout his career in Washington, DC.
